Reduces Illinois Identification Card fees for applicants under 18 years of age from $10 to $5 for original, renewal, and duplicate cards

Corrected card fee for minors remains unchanged at $5

Fee waivers continue for specific groups including: applicants 65 and older, homeless individuals, veterans home/hospital residents, foster youth ages 16-21, active-duty military families, and individuals released from Department of Corrections or Juvenile Justice

80% of ID card fees collected after January 1, 2005 are deposited into the General Revenue Fund, with the remainder going to the Road Fund

Duplicate ID card fees are waived for theft victims who present a police report and for anyone age 60 or older who has lost their card
