Removes the State Charter School Commission's authority to renew charter schools; charter schools authorized by the Commission must instead reapply to local school boards at the end of their charter term

Eliminates the Commission's power to reverse local school board decisions to deny, revoke, or not renew a charter school proposal

Requires charter school applicants who submit proposals outside a local school board's established annual process to forfeit any right to appeal to the Commission

Allows the Commission to approve charter applications only when local school boards fail to hold required public meetings within 45 days or fail to vote within 30 days, not as an appeals body for denied applications

Makes final decisions of both local school boards and the Commission subject to judicial review under the Administrative Review Law
