Prohibits charter schools established on or after the effective date of this Act from entering into contracts with for-profit educational management organizations (EMOs) or charter management organizations (CMOs).

Requires all charter school authorizers to ensure that charter schools established after the effective date have governing bodies that are separate and distinct from those of any CMO or EMO.

Mandates that authorizers review governance models in charter applications and renewal applications to identify and prevent conflicts of interest.

Prevents charter schools from employing staff members who are simultaneously employed by an EMO or CMO.

Takes effect immediately upon becoming law.
