Repeals Section 3-815.1 of the Illinois Vehicle Code, which previously authorized collection of an annual commercial distribution fee on vehicles of the second division weighing more than 8,000 pounds.

Amends Section 3-402.1 to remove the reference to Section 3-815.1 in the proportional registration provisions for fleet owners operating vehicles in Illinois and other states.

Amends Section 20-101 to remove the exception that previously allowed moneys to be used pursuant to Section 3-815.1, ensuring vehicle registration fees are used only for highway-related purposes and administration.

Makes conforming changes to the Illinois Vehicle Code to reflect the elimination of the commercial distribution fee.

Effective date is July 1, 2020.
