Amends the Illinois Municipal Code to expand the definition of "sewerage system" to include storm water collection, treatment, and distribution infrastructure, and disposal of storm water.

Authorizes municipalities to charge storm water utility fees to inhabitants to offset the costs of owning, maintaining, and improving local storm water infrastructure.

Allows municipalities to establish separate or combined rates for water, sewer, and storm water services through municipal ordinance.

Permits municipalities to create liens on real estate for delinquent storm water utility charges and to foreclose on those liens similar to mortgage foreclosures.

Requires municipalities to notify property owners of delinquent charges and the potential lien before filing notice in the county recorder's or registrar's office.
