Designates the Honor and Remember Flag as a symbol of Illinois's commitment to honoring members of the United States Armed Forces who died in the line of duty and their families.

Authorizes display of the Honor and Remember Flag at the State Capitol Building, state-owned facilities, circuit court buildings, and city and town halls on nine specified days: Armed Forces Day (third Saturday in May), Memorial Day (last Monday in May), Flag Day (June 14), Independence Day (July 4), National POW/MIA Recognition Day (third Friday in September), Gold Star Mother's Day (last Sunday in September), Veterans Day (November 11), the day a resident Armed Forces member dies in the line of duty, and any day at state military memorials or veteran cemeteries when the U.S. flag is displayed.

Requires the Honor and Remember Flag to be displayed visibly but below the United States national flag, Illinois State flag, and POW/MIA flag, and mandates flags be manufactured in the United States.

Prohibits requiring employees to report to work solely for the purpose of displaying the Honor and Remember Flag.

Permits government department heads and agency directors to use public funds to procure and display Honor and Remember Flags and to adopt rules necessary to implement the flag's display requirements.
