Allows courts to appoint guardians for minors when parents are unable to consent due to administrative separation, as evidenced by a sworn affidavit from the petitioner describing the parent's inability to receive notice or give consent

Permits short-term guardians appointed due to administrative separation to renew the guardianship for an additional 365 days if the separation is still in effect

Requires petitions for guardian or standby guardian appointments to include facts about any administrative separation, including the date, known location of parents, and related documentation such as information from the online detainee locator system

Authorizes standby guardians to assume their duties upon receiving knowledge of an administrative separation, in addition to existing triggers such as parental death, consent, or inability to make child care decisions
