Creates the Illinois Legislative Youth Advisory Council to facilitate communication between Illinois youth and state elected branches regarding issues important to young people.

Council consists of youth members aged 16-21 (may complete term if turning 23) who are enrolled students at Illinois high schools, colleges, or universities, nominated by individual state representatives and appointed by legislative leaders.

Establishes an Advisory Board of 4 legislators (2 House, 2 Senate members) and defines Council leadership positions including President, Secretary, Treasurer, and Clerk with specific duties.

Grants Council powers to request legislative drafting, provide testimony, vote on General Assembly matters, draft reports, and conduct educational seminars on government and leadership.

Creates the Illinois Legislative Youth Advisory Council Fund as a special state treasury fund to reimburse members for travel expenses to meetings and printing of annual reports required to be submitted to the General Assembly and Governor.
