Creates the Keep Illinois Business Act to encourage businesses to keep operations and jobs in Illinois by requiring repayment of all economic development assistance if they relocate operations out-of-state.

Defines economic development assistance to include tax credits, exemptions, grants, loans, and other incentives provided by state agencies under various economic development programs.

Requires state granting agencies to provide recipient businesses with written notice identifying the funds and amount to be recovered before taking recovery action.

Grants recipient businesses 35 days from notice to request an informal hearing before the agency director to challenge the recovery determination, with opportunity for judicial review under the Administrative Review Law.

Prohibits state agencies from taking recovery action until at least 35 days after issuing a final recovery order if a hearing is requested, or after 35 days from notice if no hearing is requested.
