Creates new criminal offense of "first responder endangerment" under the Criminal Code of 2012, designated as the Daniel Capuano Memorial Act.

Applies to persons with management or operational control of commercial property who knowingly create a dangerous condition and intentionally conceal it, resulting in death or serious bodily injury to a first responder performing official duties.

Defines "dangerous condition" as a life-threatening condition from unpermitted structural/architectural work or unaddressed building code violations after official notice.

Defines "first responder" to include emergency medical services personnel, law enforcement officers, and firefighters.

Establishes first responder endangerment as a Class 4 felony offense.
