Amends the Higher Education Student Assistance Act to establish a need-based grant program administered by the Illinois Student Assistance Commission beginning with the 2020-2021 academic year.

Eligible students must be U.S. citizens or eligible noncitizens, Illinois residents, enrolled for at least 15 credit hours in a public university, demonstrate financial need with household income below federal poverty guidelines, and maintain satisfactory academic progress.

Grants shall cover the full cost of attendance (tuition, fees, room and board, books and supplies) for 2 semesters within an academic year, subject to appropriation and reduced proportionately if funding is insufficient.

Combined grant and other financial assistance cannot exceed the cost of attendance at the student's university, and grant funds are paid directly to the university on behalf of the student.

The Commission must administer the program and establish rules for implementation.
