Creates the Metro East Development Authority to develop and revitalize depressed areas in Madison, Monroe, Randolph, and St. Clair counties.

Authority consists of 12 members appointed by county board chairpersons, state agency directors (Commerce and Economic Opportunity, Illinois Housing Development Authority, Illinois Development Finance Authority), and the Governor.

Authority has power to borrow money, issue revenue bonds, acquire and dispose of property, conduct redevelopment planning, and implement projects including housing, commercial facilities, schools, and infrastructure improvements.

Authority must conduct initial study and public hearings to identify blighted areas, create advisory committees with community representatives, and develop comprehensive redevelopment plans requiring two-thirds majority approval.

Authority cannot exercise powers within municipalities or unincorporated townships without approval from the mayor, village president, or township supervisor, and cannot operate more than 3 miles from Metro East county boundaries.
