Amends the Public Utilities Act to add new customer disclosure requirements in Section 5-101.

Requires public utilities to provide customers with documents and information related to utility property, inventories, reports, documents, papers, and records upon reasonable customer request.

Requires public utilities to disclose rates as last reported to the Illinois Commerce Commission under Section 9-102 when customers request such information.

Maintains existing requirements for utilities to provide information to the Commission and comply with Commission orders, decisions, rules, and regulations.
