Removes the State Charter School Commission's authority to renew charter schools; charter schools authorized by the Commission must instead reapply to local school boards at the end of their charter term

Eliminates the Commission's power to reverse local school board decisions to deny, revoke, or not renew a charter

Requires charter applicants who submit proposals outside a local school board's established annual process to forfeit their right to appeal to the Commission

Allows the Commission to approve charter applications only when local school boards fail to hold required public meetings within 45 days or fail to vote within 30 days, or when multiple districts unanimously yield jurisdiction due to joint administration complexities

Makes all final decisions by both local school boards and the Commission subject to judicial review under the Administrative Review Law
