Amends the Higher Education Student Assistance Act (110 ILCS 947/5) to make a technical change to the Act's purpose statement.

Changes "The" to "The" in the opening of Section 5 (a technical grammatical correction).

Reaffirms the General Assembly's findings that providing higher education to qualified Illinois residents is important to state and national welfare and security.

Authorizes the Commission to offer reasonable and affordable supplemental or alternative educational loans to students, with priority consideration for students in need-based programs.

Encourages the Commission to establish prepaid college savings programs and enlist employers to provide voluntary matching donations for employee contributions to these programs.
