Creates the College Promise Fund as a special state treasury fund to support tuition assistance for eligible Illinois residents.

Illinois Student Assistance Commission must implement and administer College Promise grants beginning with the 2020-2021 academic year for students pursuing associate degrees at public community colleges or bachelor's degrees at public universities.

Grant amount equals tuition and mandatory fees at the public institution attended, minus all other student aid received, subject to annual appropriation from the College Promise Fund.

Eligible students must be admitted and enrolled full-time as Illinois residents in fall semester, maintain Illinois residency, make satisfactory academic progress, and maintain continuous enrollment except for approved medical or personal leaves not exceeding 6 months.

Students remain eligible for grants until earning their degree or reaching eligibility time limits of 4 years for community college or 8 years for university, excluding approved leaves of absence.
