Amends the Illinois International Port District Act to authorize the Port District to establish, operate, maintain, and lease foreign trade zones and sub-zones with U.S. authorities.

Expands the geographic area where foreign trade zones can be established to include "Area A," which extends 30 miles beyond a specifically described region in Cook and DuPage Counties.

Defines Area A by its boundaries: beginning at the Cook County-DuPage County line and York Road, extending through specific intersections with Touhy Avenue, the Northwest Tollway, Lee Street, Higgins Road, Mannheim Road, Irving Park Road, and back to the starting point.

Adds Area A as an alternative location to the existing Chicago Regional Port District and U.S. Customs Service Office jurisdiction for establishing foreign trade zones.
