Amends the Illinois International Port District Act to authorize the Port District to apply to U.S. authorities to establish, operate, maintain, and lease foreign trade zones and sub-zones.

Expands the geographic area where the Port District can operate foreign trade zones to include "Area A," a specifically defined portion of Chicago bounded by the Cook County-DuPage County line, York Road, Touhy Avenue, the Northwest Tollway, Lee Street, Higgins Road, Mannheim Road, and Irving Park Road.

Allows foreign trade zones and sub-zones to be established within the limits of the Chicago Regional Port District, the jurisdiction of the U.S. Customs Service Office of the Chicago Port of Entry, or within the newly defined Area A.

Takes effect immediately upon becoming law.
