Creates the Higher Education Mental Health Act establishing an Advisory Commission on Serving and Supporting Students with Mental Health Disabilities in Institutions of Higher Education under the Board of Higher Education.

Commission comprises up to 25 members including legislators, the Governor's appointee, representatives from specific universities and community colleges, mental health organizations, and students/families with mental health disabilities, appointed within 60 days of the Act's effective date.

Commission shall conduct a study and prepare interim and final reports (due within 1 and 2 years respectively) to the House and Senate Higher Education Committees covering mental health services available to students, institutional policies affecting students with mental health disabilities, and recommendations to improve education and retention for affected students.

Commission members serve without compensation but receive reimbursement for travel expenses; the Board of Higher Education provides administrative support and equipment.

Commission is dissolved upon submission of its final report; the entire Act is repealed on June 1, 2023.
