Amends the Freedom of Information Act to add a new exemption for recordings made under the Children's Advocacy Center Act, exempting them from public inspection and copying except as authorized by that Act.

Modifies the Children's Advocacy Center Act to define "electronic recording" as motion picture, audiotape, videotape, or digital recording, and changes "digitally recorded" to "electronically recorded" in the forensic interview definition.

Adds new Section 4.5 to the Children's Advocacy Center Act establishing that consent is not required for forensic interviews to be electronically recorded and that failure to record does not render an interview inadmissible.

Makes forensic interviews, electronic recordings, and forensic interview transcriptions confidential and exempt from public disclosure under the Freedom of Information Act, restricting access to courts, attorneys, investigators, and experts for judicial and administrative hearings only.

Effective date: January 1, 2020.
