Aurora Public Library may change from an appointed board to an elected board of trustees if approved by voter referendum, initiated either by Aurora City Council ordinance or by petition signed by at least 10% of voters from the last municipal election.

Elected board structure includes one trustee from each City of Aurora ward plus one at-large trustee, with terms determined by lot as follows: some trustees serve 2-4-4 years, others 4-2-4 years, and remaining trustees 4-4-2 years.

Board member nominations require a petition signed by 250 registered Aurora voters; no party designations appear on the ballot, and elections follow general election law procedures.

After any federal decennial census and redistricting, all elected trustee terms terminate and successor trustees are elected in the same manner with terms redetermined by lot.

Aurora Public Library may revert to an appointed board if voters approve a petition signed by at least 10% of voters from the election that approved the elected board, with vacancies then filled according to existing library appointment provisions.
