Creates the 2020 Census Grant Program to issue matching grants to local governments and nonprofit organizations for census outreach and accurate population counting in Illinois.

Establishes the 2020 Census Grant Program Panel with five members: a chair appointed jointly by the President of the Senate and Speaker of the House, two members appointed by the Governor, and two members appointed jointly by legislative leaders.

Requires the Secretary of State to provide staff and administrative support for the Grant Panel; panel members receive no compensation but are reimbursed for travel expenses.

Appropriates $33,000,000 for fiscal year 2020 to fund matching grants, with applications due by July 1, 2019 and awards to be made by August 1, 2019.

Automatically repeals the Act on January 1, 2022, with the legislation taking effect immediately upon enactment.
