Amends the Medical Practice Act of 1987 to modify license renewal and reinstatement procedures for physicians in Illinois.

Reduces renewal fees for physicians beginning July 1, 2018: resident licenses from $230 to $167 per year and nonresident licenses from $460 to $250 per year, with further reduction to $181 per year for both resident and nonresident licenses beginning January 1, 2020.

Allows physicians with expired licenses to renew within 90 days of expiration with retroactive effectiveness, requires the Department to provide renewal notices at least 60 days in advance.

Establishes reinstatement procedures requiring proof of fitness, continuing education completion, and payment of reinstatement fees; allows military service members to reinstate without paying lapsed renewal fees if application made within 2 years of honorable discharge.

Updates fee structure for license issuance, replacements, record requests, and examination scoring, and establishes penalties including $50 fines for returned checks with automatic license termination if fees not paid within 30 days.
