HB1441 - Wholesale Importation of Prescription Drugs Act

• Creates a state-administered wholesale drug importation program where Illinois becomes a licensed wholesaler to import prescription drugs from regulated Canadian suppliers for distribution to participating state-licensed pharmacies and providers.

• Requires the Department of Public Health to design the program addressing 15 specific requirements including product safety testing, cost savings verification, pricing controls, and compliance with federal Drug Supply Chain Security Act track-and-trace requirements.

• Mandates the Department submit a formal request to the U.S. Department of Health and Human Services for certification within 2 weeks of reporting to the General Assembly, with program implementation required within 6 months of certification.

• Establishes comprehensive audit and oversight functions to ensure imported drugs remain within Illinois, actual acquisition costs are charged to consumers and health plans, and significant consumer savings are maintained.

• Requires the Department to report to the General Assembly every 6 months on program participation, prescriptions dispensed, estimated savings, and audit findings.
