Board secretary may be a board member or a non-member; if not a member, the board shall fix compensation prior to the secretary's election.

Organizational meetings must be held within 28 days after election, with the regional superintendent presiding over initial elections until board officers are elected.

Beginning 45 days before the Tuesday following the first Monday of April in odd-numbered years until the new board's first organizational meeting, no employment contracts or addendums with the college president, chancellor, or chief executive officer may be made or modified, unless due to reasonable emergency.

Emergency actions taken during the 45-day restriction period terminate 60 days after the new board's organizational meeting unless the new board reaffirms the agreement by resolution.

Public meetings must provide time for public members and district employees to comment and ask questions of the board, subject to reasonable constraints.
