• Amends the Counties Code Section 5-12009.5 regarding special use zoning decisions by county boards.

• Changes county board approval process from requiring an ordinance to requiring only a majority vote on special use applications.

• Eliminates the county board's ability to refer a special use proposal back to the board of appeals for further consideration.

• County board may deny, grant, or grant subject to conditions a proposed special use after receiving the board of appeals' report and recommendation.

• Takes effect immediately upon becoming law.
