Extends the deadline for eligible employment in subject shortage areas from June 30, 2019 to June 30, 2021 for retired teachers returning to teach in qualified schools.

Allows retired annuitants to return to teaching in shortage areas without losing retirement status or benefits, subject to specified waiting periods and conditions.

Requires school districts to first offer vacant positions to recently dismissed teachers before hiring retired teachers under this program.

Mandates school districts conduct 90-day recruitment efforts through newspapers, college placement offices, and the Illinois Education Job Bank before hiring retired teachers.

Adds Public Act 101-0049 to the list of benefit increases exempt from the five-year expiration requirement under the pension code's new benefit increase provisions.
