Amends the Illinois Youthbuild Act (20 ILCS 1315/15) to remove the requirement that grants to Youthbuild program applicants be subject to appropriation.

Secretary of Human Services shall make grants to applicants for carrying out approved Youthbuild programs without the appropriation contingency.

Youthbuild programs must provide housing development/rehabilitation, integrated education and job skills training (50% classroom/50% worksite), counseling services, leadership development, stipends at minimum wage, and job placement assistance.

Program participation shall be full-time for a period of not less than 6 months and not more than 24 months, with follow-up job counseling for at least 12 months after graduation.

Effective July 1, 2019.
