• Allows employers to enter into agreements with Illinois community colleges on or after January 1, 2020 to establish job training projects.

• Employers must remit the credit amount to the community college to fund a special account for project costs, reported using the same withholding payment procedures.

• Defines "participating employee" as state residents newly hired to fill new jobs in manufacturing, processing, assembling, warehousing, wholesaling, or research and development who are enrolled in the community college program.

• Community college projects must provide services including new jobs training, adult basic education and job-related instruction, and career and technical skill assessment and testing.
