Creates a temporary 90-day permit for 501(c)(3) charitable not-for-profit organizations to operate donated vehicles for maintenance, repairs, or delivery to low-income individuals, with a maximum of 2 permits allowed per vehicle.

Requires permit applicants to provide proof of non-profit status, a signed donation document, proof of liability insurance meeting minimum requirements, and keep a copy of the permit in the vehicle at all times.

Establishes Global War on Terrorism license plates for Illinois residents who earned the Global War on Terrorism Expeditionary Medal from the U.S. Armed Forces, available for passenger vehicles and motor vehicles weighing 8,000 pounds or less.

Allows surviving spouses of deceased military service members to retain and transfer special military license plates to their own names within 180 days of the service member's death.

Permits holders of vanity or personalized registrations to reclassify to special military plates, including the new Global War on Terrorism plates, without replacement plate fees or registration sticker costs, effective 2019 registration year.
