IL HB1554

Establishes the Quad Cities Outsourcing Prevention Task Force with 11 members appointed within 30 days by legislative leaders, the Director of Commerce and Economic Opportunity, Rock Island County Board chairman, and the Governor.

Task Force members serve without compensation and must hold meetings at least quarterly, with the Department of Commerce and Economic Opportunity providing administrative support.

Task Force shall submit a report to the General Assembly by January 1, 2020 recommending how Illinois can retain employers and jobs, identifying best practices to prevent outsourcing, and describing employment sectors most affected by outsourcing.

The "Quad Cities" are defined as the Cities of East Moline, Moline, and Rock Island.

Division 6 of Article 10 of the Illinois Municipal Code is automatically repealed on January 1, 2021.
