Adds new subsection (b-5) allowing judges to issue arrest warrants based on sworn complaints or testimony communicated through simultaneous video and audio transmission with the requesting party.

Amends Section 107-9 of the Code of Criminal Procedure of 1963 concerning the issuance of arrest warrants upon complaint.

Permits arrest warrants to be issued electronically or electromagnetically using electronic mail or facsimile transmission, with the same validity as written warrants.

Maintains existing requirements that complaints must be in writing, sworn to by the complainant, and include the accused's name or identifying description, the offense charged, and the time and place of the offense.
