Permits low-speed electric scooters to operate in locations where bicycles are permitted, including bicycle lanes and paths, with operators subject to all bicycle-related rights and duties.

Mandates nighttime equipment including front white lamp visible from 500 feet and rear red reflector or lamp visible from 100-600 feet.

Prohibits sirens on low-speed electric scooters except those operated as police or fire department vehicles, and requires functioning brakes.
