Creates the Transportation Maintenance Fund as a special fund in the State treasury for use by the Department of Transportation for maintenance and construction of roads and bridges.

Transfers funds from the General Revenue Fund to the Transportation Maintenance Fund when the average General Revenue Fund balance for any fiscal year exceeds the prior year's average balance by more than 2%, beginning with fiscal year 2019.

Transfer amount equals 50% of the excess above 102% of the immediately preceding fiscal year's average General Revenue Fund balance, ordered by the State Comptroller by October 1 following the close of the fiscal year.

Takes effect immediately upon becoming law.
