Amends Illinois Vehicle Code Section 11-212 to require law enforcement officers to record demographic and stop data including race, violation reason, vehicle information, stop duration, location, consent searches, police dog sniffs, and contraband discovered for all traffic stops and citations.

Requires officers to complete uniform stop cards for vehicle stops without citations and for pedestrian detentions, documenting similar data plus protective pat downs, frisks, search reasons, and disposition (warning, ticket, summons, or arrest).

Mandates law enforcement agencies submit compiled stop data to Illinois Department of Transportation by March 1 and August 1 annually, with IDOT analyzing data for statistically significant disparities in minority stops, false stops, citation rates, search frequency, and officer conduct.

Creates Traffic and Pedestrian Stop Data Use and Collection Task Force under Illinois Criminal Justice Information Authority with academics, police representatives, civil rights organizations, and community groups to study best technology practices for data collection and submit findings by March 1, 2022 and every 3 years thereafter.

Protects collected officer and driver/pedestrian identification information as confidential and exempt from public disclosure under Freedom of Information Act, though does not prevent internal law enforcement reviews or access to previously public records.
