LINK cards (electronic benefits transfer cards for SNAP benefits and cash assistance) must contain the name and photo of the primary cardholder beginning January 1, 2020.

Secondary cardholders may be added to LINK cards at the primary cardholder's option, with their names listed on the card.

Only individuals whose photo matches the card (primary cardholder) or secondary cardholders who present current valid photo identification confirming their secondary status may use the card.

The Department of Human Services must begin transitioning to photo-enabled LINK cards immediately upon the bill's enactment, with the transition completed by January 1, 2020.
