Amends the Illinois Vehicle Code to require newly registered motor vehicles to display one registration plate on the rear instead of two plates on front and rear, beginning with the next registration year after the Secretary of State distributes newly designed standard registration plates.

Changes Section 3-412 to provide that newly registered vehicles (except motorcycles, trailers, semitrailers, truck-tractors, and apportioned vehicles) receive one plate instead of two plates when new standard plates are distributed.

Changes Section 3-413 to require the single registration plate to be attached to the rear of motor vehicles instead of front and rear positions, except for truck-tractors and apportioned trucks which retain front placement.

Clarifies that references to "plates" in plural in state law shall be interpreted as a single registration plate under this amendment for vehicles registered after the new standard plates are distributed.

Takes effect immediately upon becoming law.
