Expands the definition of "service member" to explicitly include Coast Guard members for purposes of expedited professional and occupational licensure

Requires the Department of Financial and Professional Regulation to designate a military liaison within 180 days to manage expedited applications, coordinate with military family support centers, and provide annual reports to the Secretary and Lieutenant Governor beginning in 2020

Changes expedited licensure from temporary 6-month licenses to full licenses that must be processed within 60 days of receiving a completed application

Allows service members and spouses to obtain expedited licenses even if they do not yet reside in Illinois, as long as they will reside in the state within 6 months of application

Permits service members and spouses who relocate out of state to place their license in inactive status and reactivate it within 30 days upon return to Illinois
