Amends the State Employees Group Insurance Act of 1971 to modify the definition of "survivor" to include persons who would receive annuities as survivors of annuitants but whose annuitants elected accelerated pension benefit payments under Sections 14-147.5, 15-185.5, or 16-190.5 of the Illinois Pension Code on or after June 4, 2018.

Expands the definition of "TRS benefit recipient" to include persons who would be receiving monthly benefits or retirement annuities under Article 16 of the Illinois Pension Code except that they elected accelerated pension benefit payments under Section 16-190.5 on or after June 4, 2018.

Updates the definition of "community college benefit recipient" to include persons who would be receiving monthly annuities under Article 15 of the Illinois Pension Code except that they elected accelerated pension benefit payments under Section 15-185.5 on or after June 4, 2018.

Ensures that survivors and dependents of individuals who chose accelerated pension benefit payments instead of traditional annuities remain eligible for group insurance benefits under state employee health and life plans.
