Creates a special instant scratch-off lottery game beginning January 1, 2020 or as soon thereafter as practical, with net revenue dedicated to upkeep, maintenance, and improvements of Illinois State and local parks.

Establishes the Illinois Parks Scratch-off Fund in the State Treasury to receive net revenue from the special scratch-off game and other gifts or grants, with funds used by the Department of Natural Resources for parks purposes including grants.

Defines "net revenue" as total ticket sales minus prizes paid and actual administrative expenses solely related to the scratch-off game.

Authorizes the Department of the Lottery to adopt rules necessary to implement and administer the new game.

Amends the State Finance Act to create the Illinois Parks Scratch-off Fund and takes effect immediately upon becoming law.
