IL HB2033

Creates new criminal penalty for unauthorized possession of another person's Electronic Benefit Transfer (EBT) or LINK card with intent to use or transfer cash assistance benefits in violation of law or Department of Human Services rules.

Classifies violations based on dollar amount of benefits involved, ranging from Class A misdemeanor (under $150) to Class 1 felony ($10,000 or more), with penalties applied to existing Section 8A-6 framework.

Expands definition of "identification document" in Section 8A-5A to include cash assistance eligibility cards under the Illinois Public Aid Code.

Replaces outdated references to "food stamp program" with "Supplemental Nutrition Assistance Program (SNAP)" throughout the code.

Takes effect immediately upon becoming law.
