Eliminates co-payment requirements for committed persons and persons in Department of Juvenile Justice facilities receiving medical or dental services, striking previous provisions that required $5 co-payments for non-emergency services.

Requires the Department of Corrections and Department of Juvenile Justice to provide medical and dental services without co-payments to all incarcerated individuals, regardless of chronic illness status or indigency.

Maintains existing provisions for HIV testing, counseling, and medical care for incarcerated persons without copayment.

Preserves educational program requirements, family responsibility services, sex offender evaluations, and substance use disorder services for committed persons.
