Repeals Section 5.799 of the State Finance Act.

Amends Section 3-698 of the Illinois Vehicle Code to eliminate all fees for U.S. Air Force license plates, making them issued without collection of any additional fee beyond standard registration.

Removes the $20 fee for original issuance and $20 renewal fees that were previously split between the Secretary of State Special License Plate Fund ($15/$2) and the Octave Chanute Aerospace Heritage Fund ($5/$18).

Eliminates the Octave Chanute Aerospace Heritage Fund and removes provisions for grants to the Rantoul Historical Society and Museum for the Chanute Air Museum.

Takes effect January 1, 2021.
