Changes the definition of "all-terrain vehicle" in the Illinois Vehicle Code to include vehicles 74 inches or less in width, increased from the previous 50-inch width limit.

Allows persons to operate all-terrain vehicles and recreational off-highway vehicles on roadways with speed limits of 55 miles per hour or less, increased from the previous 35 miles per hour limit, provided the roadway is not a State highway, federal highway, or within incorporated area boundaries.

Adds new Section 11-1426.1(c-10) to permit the expanded operation of these vehicles on qualifying county and township roadways.

Takes effect immediately upon becoming law.
