Non-home rule municipalities are prohibited from expending public funds for expenses connected with conventions or gatherings of municipal personnel sponsored by leagues or associations including 2 or more municipalities.

State agencies may not expend public funds for renting or procuring booths, hospitality suites, or other physical spaces at conventions or gatherings of non-home rule municipal personnel.

Restrictions do not apply to public safety personnel conventions, economic development and tourism promotion gatherings, or contracts entered into before the effective date of this Act.

Non-home rule municipalities may expend public funds on convention expenses if they create a dedicated line item with employee/contractor names and titles, post notice on their website at least 30 days before the appropriation vote, and obtain three-fifths majority approval from the governing body.

The Act takes effect immediately upon becoming law.
