Prohibits the Illinois Environmental Protection Agency from entering into new contracts or renewing existing contracts with private contractors for emissions testing services, effective upon enactment through July 1, 2023.

Allows any facility that performs vehicle maintenance or repair work as a routine business activity to apply for certification as an official inspection station by meeting three criteria: employing certified inspectors, requiring inspections be performed only by certified personnel, and using Agency-approved equipment.

Requires the Agency to adopt rules governing applications for official inspection station certification, including applicable fees.

Permits the Agency to continue operating its own official inspection stations alongside privately certified facilities.

Aims to decentralize emissions testing and reduce taxpayer costs by introducing competition after current contracts expire, rather than binding the State to a single private contractor.
