Allows park districts to change commissioner terms from 6 years to 4 years by either board resolution or referendum vote.

Referendum procedures follow the same process as other public questions authorized by Article VII of the Illinois Constitution.

For transition to 4-year terms on a 5-member board, if 2 commissioners are elected at the first election, one shall serve 2 years and one shall serve 4 years, determined by lot within 30 days.

For a 7-member board, establishes staggered transition rules depending on when existing commissioner terms expire, with some newly elected commissioners serving 2-year terms to create the 4-year term cycle.

Permits districts to revert to 6-year terms only through referendum; any change to longer terms cannot affect commissioners already in office or those elected within 60 days of the referendum.
