State Board of Education must prepare annual reports by October 31 on student discipline data disaggregated by race, ethnicity, gender, age, grade level, English learner status, incident type, and discipline duration for all public schools and charter schools.

State Board identifies top 20% of school districts for 3 consecutive years based on metrics including out-of-school suspension rates, expulsion rates, and racial disproportionality in discipline using the U.S. Department of Education's Office for Civil Rights calculation method.

School districts identified in top 20% for 3 consecutive years must submit a school discipline improvement plan to the State Board within 90 days of notification, approved at a public school board meeting and posted online, with progress reports required annually.

State Board may award competitive grants under the Safe Schools and Healthy Learning Environments Grant Program to implement restorative justice practices, hire support personnel, provide staff training on trauma-informed approaches, and expand alternatives to exclusionary discipline.

Grant funds cannot be used to increase school-based law enforcement or security personnel, and State Board must produce annual reports on grant program progress by October 31 beginning in 2020.
