Adds definition of "distance learning program" to the School Code, meaning instruction delivered via Internet, email, or methods other than in-person classroom instruction.

Allows students to take a portion of driver education courses through distance learning on a case-by-case basis with approval from school administration, the driver education teacher, and the student's parent or guardian.

Prohibits students from taking the entire driver education course through distance learning; classroom instruction and behind-the-wheel instruction must still occur in person.

Requires the State Board of Education to establish rules governing distance learning options for driver education courses.
