Requires the Department of Commerce and Economic Opportunity to conduct a study by January 1, 2022 on funding and implementation of a Low-Income Water Assistance Program for households earning up to 200% of the federal poverty guideline.

Study must address methods for collecting funds, mechanisms for providing assistance through direct credits or reimbursements, income verification procedures, and whether the program should be state-administered or locally-administered.

Study must include recommendations on determining the amount of funds needed from water ratepayers, cost-saving measures for utilities, and alternative assistance methods such as billing alternatives, water conservation devices, and leak repair.

Department must report findings to the General Assembly by February 1, 2022 regarding feasibility, financial stability, desired program structure, and any recommendations for legislative action.

The statutory provisions expire and are repealed on February 1, 2023.
